Development Branch (Planning)
As per the working rules of the Rural Development Department, the Deputy Commissioner (Development), Assistant Commissioner (Development) of the department, with the consent of the Hon’ble Divisional Commissioner, ensures that the decisions regarding the policy matters related to the subjects entrusted to the department and the decisions taken by the department are taken in accordance with the government’s policies and rules, and all the internal officers/employees implement the same.

Deputy Commissioner (Development)
To monitor the following schemes implemented through the District Rural Development Agency.

- Will handle the matters related to the establishment of the employees under their charge
All types of leave except minor leave
Salary increment
Giving minor punishment to the employees (the power to give coercive punishment will remain with the Divisional Commissioner)
Writing / reviewing confidential reports
Countersigning the service books of the officers / employees.
Assistant Commissioner (Development)
The Assistant Commissioner (Development) will primarily supervise the following development works implemented by the Zilla Parishad in addition to the District Rural Development System. The Assistant Commissioner (Development) and the Special Officer Engineering will jointly inspect/inquire on the development works and submit a joint report. They will assist the Deputy Commissioner (Development).
- Schemes of the Agriculture Department
- Animal Husbandry
- Women and Child Welfare Scheme
- Social Welfare
- Integrated Child Development Scheme
- Various development schemes under the Zilla Parishad launched by the Government from time to time
- Schemes of the Health Department
- Schemes implemented through the Panchayat Samiti
- Will handle matters related to the establishment of the employees under their jurisdiction
- Schemes implemented through the Zilla Parishad, District Rural Development Agency and other departments of the State Government from the funds of the Central Government
- Minor leave
- Will submit the approval of the salary increase to the Deputy Commissioner (Development)
- Proposal of minor punishment to the employees
- Writing confidential reports
- Countersigning the service books of the officers/employees
