Objectives of the Divisional Commissioner’s Office:

1. Monitoring Developmental Activities:
   Ensures that development projects (infrastructure, health, education, etc.) are being executed properly and on schedule within the division.
   Supervises the implementation of state schemes related to welfare, rural development, poverty alleviation, and public infrastructure.
2. Revenue and Land Management:
   Oversees revenue administration within the division, including land reforms, land records, and the collection of taxes (e.g., property tax, land revenue).
   Takes decisions related to land disputes, revenue administration, and relief in case of natural disasters like floods, droughts, etc.
3. Public Grievances and Dispute Resolution:
   The Divisional Commissioner plays a key role in resolving public grievances related to government services, land issues, and other administrative matters.
   Chairs grievance redressal meetings and listens to complaints from the public to take corrective actions.
4. Supervision of Law and Order:
   Ensures the maintenance of law and order within the division, often in coordination with district authorities, police, and security forces.
   In case of emergencies or civil unrest, the Divisional Commissioner coordinates disaster management and provides oversight to ensure peace.
5. Crisis Management and Disaster Relief:
   Acts as the head of disaster management for the division. In case of natural disasters, such as floods, earthquakes, or famines, the office ensures immediate relief and rehabilitation measures.
   Coordinates with national agencies like NDRF (National Disaster Response Force) and local district administrations during crisis situations.
6. Monitoring of Law and Order and Security:
   Supervises the police and law enforcement agencies at the divisional level to maintain public peace and address issues related to security, communal harmony, and criminal activities.
7. Election and Voter Awareness:
   The Divisional Commissioner is responsible for ensuring that are conducted smoothly in the division.
   Coordinates election preparations and monitoring, ensuring voter awareness and implementing electoral guidelines from the Election Commission.
8. Regulation of Social Welfare Programs:
   Responsible for overseeing various social welfare programs such as scholarships, pension schemes, health programs, and public distribution systems (PDS) within the division.
   Ensures that targeted welfare schemes reach the intended beneficiaries and that there is no mismanagement or corruption.
9. Economic and Revenue Planning:
   Plays a key role in overseeing the economic policies of the division, including the identification of key sectors for growth and improving revenue generation strategies.
10. Inter-District Issues and Dispute Settlement:
    As divisions often comprise multiple districts, the Divisional Commissioner’s office helps settle disputes between districts over resources, boundaries, or inter-governmental matters.

Functions of the Divisional Commissioner’s Office:

1. Coordination and Supervision of District Administrations:
   Ensures that the district administrations under the division follow the state government’s directives and policies.
   Supervises the district collectors and District magistrates and ensures their performance aligns with state-level goals.
2. Inspection of Government Programs:
   Regularly inspects and reviews the progress of various government schemes and programs in all districts within the division.
   Sends periodic reports to the state government regarding the status of these programs.
3. Revenue Collection and Supervision:
   Manages land revenue and other financial activities within the division.
   Supervises land settlements, disputes, and revenue records management across districts.
4. Relief and Rehabilitation in Natural Disasters:
   Ensures preparedness for natural disasters and takes charge during their aftermath for relief operations.
   Coordinates with local authorities, NGOs, and state-level agencies for rehabilitation.
5. Legal and Administrative Actions:
   Oversees administrative and legal functions across the division, particularly those relating to property disputes, land acquisition, and local governance issues.
6. Implementation of State and National Policies:
   Implements state and national policies related to health, education, industry, and other sectors, ensuring alignment with local needs.
7. Development Planning and Infrastructure:
   Works with state and district authorities to plan for the development of roads, bridges, schools, hospitals, and other key infrastructure.
8. Disaster Management:
   Ensures that districts within the division are prepared for and responsive to both natural and man-made disasters.
9. Resource Allocation:
   Ensures that resources (both financial and human) are allocated efficiently to the districts for the successful implementation of state schemes.
10. Judicial and Administrative Dispute Resolution:
    The Divisional Commissioner sometimes resolves inter-departmental or inter-district conflicts by mediation or arbitration.
